Maybe we are splitting hairs here, but when not a single Republican can find a way to vote for the jobs bill, it's clear that it is a case of obstructionism. The fact that Republicans can't vote for a jobs bill in the middle of this period of horrendous unemployment shows that they are merely ideologues and zealots.
